STORMWATER MANAGEMENT REPORTS

The Town of Farmington Engineering Division is responsible for implementation and maintenance of the Town wide Stormwater Management Plan.  The Stormwater Management Plan was first implemented by the State of Connecticut Department of Energy & Environmental Protection “CTDEEP” in 2004, under the authority of the Federal Environmental Protection Agency.  The CTDEEP issued a General Permit for the Discharge of Stormwater from Small Municipal Separate Storm Sewer Systems, which is known by many as (MS4).  The permit had been reissued numerous years, without modifications, since the 2004 inception.

The purpose of the MS4 general permit is to protect waters of the state from urban stormwater runoff through municipal stormwater sewer systems.  The permit includes six Minimum Control Measures to reduce and/or eliminate the discharge of pollutants through stormwater sewer systems.  Control Measures consist of (1) public education and outreach (2) public participation (3) illicit discharge detection and elimination (4) construction stormwater management (5) post-construction stormwater management (6) pollution prevention and good housekeeping.  Each of these categories includes several Best Management Practices (BMPs) to implement the control measures.

The CTDEEP has issued the Town of Farmington a new MS4 Permit dated July 1, 2017.  The Permit can be viewed at the Farmington Town Hall, 1 Monteith Drive, at the Engineering Division Office of the Public Works Department or by utilizing the following link
